Context

Implement this MVP work package under M4 - Catalog Core, following the managed-storage decision in #1.

Acceptance criteria

Create, rename and move actual managed directories; mirror descendant paths in database and UI including uncataloged contents.
Reject root mutation, traversal, symlink escape, collisions and moves into descendants.
Restrict deletion to empty physical directories; never recursively delete files.
Serialize against imports/rescans; test recovery from filesystem/database divergence.
