Context

Implement this MVP work package under M4 - Catalog Core, following the managed-storage decision in #1.

Acceptance criteria

Move all associated files with explicit collision handling and consistent database paths.
Preview changes; never mutate original sources or overwrite existing files.
Reject ambiguous moves safely; test multipart operations, failures and recovery without data loss.
