Context

Implement this MVP work package under M5 - Metadata Management, following the managed-storage decision in #1.

Acceptance criteria

Upload validated raster images with byte/dimension limits; reject executable and unsupported content.
Use generated filenames in separate managed media storage; one primary when images exist, fallback otherwise.
Recover upload/database failures and include media in backup documentation.
Test spoofed MIME, oversized images, missing thumbnails and catalog removal retaining physical media.
