Context

Implement this MVP work package under M6 - Search & Browse UI, following the managed-storage decision in #1.

Acceptance criteria

Filter by tags and category, combined with name and physical folder scope.
Define multiple-tag AND/OR semantics in UI and backend; persist filters across pages.
Test combined filters, cleared filters, missing tags and duplicate-free paginated results.
