Context

Implement this MVP work package under M5 - Metadata Management, following the managed-storage decision in #1.

Acceptance criteria

Provide category create, rename, delete and model assignment forms.
Normalize unique names; deleting a category clears assignments without deleting models.
Validate input, escape output and protect mutations against CSRF; test assigned-category deletion.
