Context

Implement this MVP work package under M8 - Hardening & Release, following the managed-storage decision in #1.

Acceptance criteria

Use repository-host compatible CI with documented runner prerequisites; select versions/tooling explicitly.
Run PHP lint/tests, PostgreSQL migrations, asset build and container smoke tests on changes.
Keep secrets outside repository and redact logs; exercise pipeline successfully and document local equivalents.
