Provide one obvious entry point for routine commands.

Scope

  • Targets: up, down, migrate, seed, test, lint, assets
  • Works from a clean checkout with Docker available

Acceptance criteria

  • Every target documented in the README
  • Targets run correctly against the Compose stack

Acceptance reconciliation at c1ef2ee: keeping open. Wrappers exist, but end-to-end migration/seed command smoke acceptance still needs verification. This is a source/test review, not a newly executed crash or restore experiment. Fresh Windows suite: 291 tests, 1801 assertions, 22 skips; lint passes. PostgreSQL fixture success does not waive these feature criteria.
