Context

Implement this MVP work package under M7 - File Lifecycle & Health, following the managed-storage decision in #1.

Acceptance criteria

Show matching files/models and paths; user explicitly keeps separate copies or skips pending copy.
Existing duplicate catalog entries may be removed only under database-only removal policy; no automatic physical deletion or merging.
Persist choice and update progress deterministically; test repeated submissions, retries and all duplicates retained unchanged until decision.
