Context

Implement this MVP work package under M7 - File Lifecycle & Health, following the managed-storage decision in #1.

Acceptance criteria

Compare SHA-256 against existing catalog and same-job candidates before final publication; handle concurrent/retried work consistently.
Persist duplicate relationships and pause affected item for explicit choice, or retain as a visibly flagged copy pending resolution.
Never silently skip, delete, merge or overwrite duplicates; counts distinguish awaiting decision and explicit skip.
Test same bytes with different names, same names with different bytes, within-job matches and hash changes.
