Context

Implement this MVP work package under M7 - File Lifecycle & Health, following the managed-storage decision in #1.

Acceptance criteria

Show missing badges and list affected models/files; no automatic record deletion.
Offer removal of affected database file entry or replacement via verified managed copy, retaining source files.
Keep model identity/metadata when replacing; explicitly handle removal of last file without silent model deletion.
Test replacement validation, reappearing files, partial multipart loss and file-retaining removal.
